ARTICLE I--NAME
The name of this organization shall be the Jack Summerall Family Gathering.
ARTICLE II--PURPOSE
The purpose of this organization is as follows:A. To uphold the ideas, principles and objectives of a Christian family fellowship and love.
B. To establish rules for conducting business in an orderly and timely manner.
C. To carry out other activities as the Family may desire from time to time.
ARTICLE III--ELIGIBILITY
The members of this organization shall consist of the following:A. All family members who are descendants of Jack and Maria Summerall.
B. Any person legally adopted by any member in Article III-A.
C. Any person married into the Family.
ARTICLE IV--VOTING MEMBERS
A. Only family members who have paid their required fee shall have the privilege of casting votes during the annual business meeting.B. Family visitors may attend all family functions except the annual business meeting.
ARTICLE V--FEES
A. An annual fee to carry out the administration and programs of the organization shall be established each year during the annual business meeting and shall become payable any time thereafter, but no later than the hour set forth for the annual business meeting.
B. All members are required to pay the established registration fee.
ARTICLE VI--MEETINGS
A. The annual business meeting shall be held yearly on the Saturday before the fourth Sunday in August in Baxley, Georgia.
B. The president shall have the privilege to call special meetings from time to time, if necessary.
ARTICLE VII--QUORUM
A. At least twenty-five (25) registered members shall be required to constitute a quorum at the annual meeting.
ARTICLE VIII--AUTHORITY
A. When not in conflict with rules adopted by the organization, Roberts Rules of Order shall be the final source of authority in all questions of parliamentary procedures.
ARTICLE IX--OFFICERS
A. Officers shall be elected at the annual scheduled business meeting of every even numbered year. Any member whose fee is current and who is in good standing may be elected.
B. An officer may repeat in the same office after a two-year absence from said office.
Section 1: The officers of the organization shall be a president, vice-president, secretary, treasurer, financial secretary, corresponding secretary, parliamentarian, sergeant at arms, and program chairman; and qualify per Article III.
Section 2: Election of Officers Election shall be by a standing vote. A simple majority (51%) of voting members present.
Section 3: Installation of Officers Officers shall be formally installed into office at the close of the Sunday worship service. The presiding minister or his designate shall perform the rite of installation.
ARTICLE X--DUTIES OF OFFICERS
A. President: The president shall be the official head of the organization. He/She shall preside over all meetings and shall see that the officers of the organization discharge their duties efficiently. He/She shall ensure the By-Laws of the organization are upheld.
B. Vice-President: The vice-president shall perform all the duties required of the president when the president is absent or unable to serve.
C. Secretary: The secretary shall keep an accurate and complete account of all records and transactions of the organization. He/She shall gather and submit all reports required by the organization.
D. Treasurer: The treasurer shall have the care of all monies of the organization and shall pay out same when authorized by the organization or the president. He/She must submit an accurate written or printed financial report to the organization. The report will include all funds received and disbursed.
E. Financial Secretary: The financial secretary shall be responsible for the registration at the Family Gathering. He/She shall maintain and issue disbursement vouchers to the treasurer when authorized by the organization or the president. He/She shall keep an accurate account of funds received or disbursed and shall submit a written or printed report to the organization.
F. Corresponding Secretary: The corresponding secretary shall handle all written correspondence from the officers that must be mailed to the members of the organization. He/She is responsible for procuring all necessary items for mailing purposes.
G. Parliamentarian: The parliamentarian shall keep the membership informed of proper parliamentary procedure when it is necessary.
G. Sergeant-at-Arms: The sergeant-at-arms shall preserve order in a meeting and ensure none not duly eligible enter the meeting. He/She shall perform such other related duties that may be required.
I. Program Chairman: The program chairman is responsible for the gathering of necessary information needed to plan, create and produce a printed program for the annual gathering of the organization.
J. Historian: The historian shall gather updated information to be added to the existing history and present it to the Summerall Gathering each five years.
ARTICLE XI--COMMITTEES
A. Upon the recommendation of the organization, the president shall appoint a finance committee not less than three, including the financial secretary.
ARTICLE XII--FINANCES
A. All monies of the organization shall be placed in a checking account. The checking signature card shall be signed by the president, vice-president, treasurer and financial secretary.B. Disbursements: Upon the approval of the president or organization, the treasurer will make disbursements on expense. All issued checks must contain two (2) signatures. No checks shall be issued for reimbursement without receipt of that expense or authorization by the president.
C. In case of a death, the deceased must be a family member per Article III, in order for the survivor to receive a check from the organization’s funds.
ARTICLE XIII--AUDIT
A. The record of accounts shall be audited annually prior to the business meeting by an appointed auditing committee. The committee shall consist of at least three members, recommended by the organization and the same appointed by the president. The auditing committee shall give their report at the business meeting.
ARTICLE IVX--FAMILY HISTORY
A. The Family History shall be kept up-to-date by an elected historian.
ARTICLE VX--AMENDMENTS
The By-Laws may be amended or altered by a two-thirds (⅔) vote of the registered members present at the annual business meeting, provided that notice or recommendations of such amendment is given at the previous meeting.
